DESCRIPTION
The main duties of the role include:
- Provide effective customer service in a timely, courteous and professional manner including telephone and counter enquires and answering correspondence relating to revenue section matters.
- Provide advice to the organisation on rating matters such as pension eligibility, ownership, rating categories and calculations, property identification and debt recovery as required and within the employee's skill, competence and training.
- Process supplementary valuation listings received from Land & Property Information and reconcile to Council's rate system.
- Undertake rates instalment notice processes in accordance with all legislative and policy requirements.
- Perform all processes in the Rates section up to and including end of year, annual pension claim and rate raising processes.
- Perform all processes relating to the corporate database maintenance for the Name and Address Register and change of property ownership including pensioner rebate adjustments and supplementary valuations.
- Provide support to the Revenue Accountant to enable the calculation of levy and collection of all rates and charges in accordance with the Local Government Act and relevant Council policies.
- Provide support for all processes in relation to debt management up to and including management of legal processes and negotiating, monitoring and management of payment arrangements, including liaising with Council's debt recovery agents.
REQUIREMENTS
The successful candidate will have the following skillset and experience:
- Demonstrated extensive experience in Local Government rating and finance specifically TechOne
- Demonstrated strong knowledge and understanding of the Local Government Act and Regulations relating to rating and debt recovery.
- Demonstrated sound knowledge and experience in the use of Microsoft Office, computerised financial management systems, Electronic Document Management systems, Customer Request Management systems and Geographic Information Systems and Property Information Systems.
- Demonstrated sound organisational skills, with the proven ability to prioritise and manage multiple tasks and complete work within agreed timeframes and team goals.
- Demonstrated high level of interpersonal, written and verbal communications skills with the proven ability to communicate with a wide range of stakeholders, both internal and external and build effective working relationships with people at all levels of the organisation.
- Demonstrated well developed negotiation and conflict resolution skills with the proven ability to negotiate suitable outcomes and resolve conflict in a difficult environment.
- Demonstrated ability to develop, promote and implement reforms, systems and policies within a continuous improvement environment.
- Demonstrated ability to work both independently and in a team, fostering an environment based on teamwork and cooperation.
